Person in charge unburied scoop with clean gloves and placed scoop handle out of contact with sugar. In food that is not time/temperature control for food safety (TCS) scoops with their handles can be above the top of the food within containers or equipment that can be closed, such as bins of sugar, flour, or cinnamon to prevent cross contamination.
