Observed milk at 51*F, heavy cream at 51*F, ground beef at 48*F, and beef hot links at 50*F in pick-up grocery fridges in front of store next to customer service. Unit observed at 56*F. Manager stated items are held in back of store fridges and brought up to front fridges closer to pick-up times. Based on pick-up times, these items had been in the fridge for more than hours and manager voluntarily discarded. TCS items must be kept at or below 41*F to prevent growth of bacteria.
