Nacho cheese and chili with internal temperatures between 98 degrees F and 101 degrees F hot holding in the dispenser near the hot dog rollers. PIC stated that the cheese and chili were placed into the unit at 4am (approximately 5 hours before inspectors arrival) and they were discarded. Plastic bottom piece was missing and PIC will call technician to look at the unit. All TCS hot holding items need to be held at 135 degrees F or above.
