Cooked caldo de birria (birria stew) and cooked shredded birria meat with internal temperatures between 59 degrees F and 62 degrees F holding in the reach-in cooler units. Spoke with PIC and items were cooked yesterday morning and placed into the reach-in units to cool. Temperatures were not verified to reach 70 degrees F after 2 hours or 41 degrees F after 6 hours. Items were discarded. Discussed cooling methods with PIC. TCS foods must be cooled from 135 degrees F to 70 degrees F within 2 hours and then from 70 degrees F to 41 degrees F in four hours.

Core-3-501.13, C: Thawing. Raw menudo thawing in stagnant water in a large plastic white tub. Spoke with PIC and recommended due to small size of prep sink that the menudo needs to be thawed under refrigeration. PIC moved menudo to reach-in cooler. Thawing needed to take place under refrigeration or completely submerged in cool running water.

Each food establishment that provides open foods and/or TCS (Temperature Controlled for Safety) foods, shall have at least one (1) Certified Food Protection Manager (CFPM) on site during operation hours. Provide a Certified Food Protection Manager certificate from an ANSI approved program (see website). Second consecutive violation. https://www.maricopa.gov/5114/Food-Restaurants Inspected with Spanish Liaison RS#1479 Observed outdoor cooking area not in use at time of inspection. PIC stated that the area is used for cooking proteins. Area does have a handwashing sink and fence surrounding the outdoor cooking area. Will follow up with establishment regarding outdoor cooking. Core violation is a minor violation that relates to general maintenance and sanitation.
e.g. -No sign reminding employees to wash hands
Verification Visits are inspections of establishments enrolled in the MCESD Cutting Edge Program, which requires an enhanced food safety program and ongoing demonstration of active managerial control.
