Discussed the importance of having all hand sinks supplied with hot water, soap and paper towels to support proper handwashing. The manager had the sink supplied with paper towels at the time of inspection. *Second repeat violation* Priority Foundation-5-202.12 (A), Pf: Handwashing Sinks, Installation; Proper Temperature, Mixing Faucet. The hot water handle does not turn on. PIC stated the water supply was turned off because the faucet hand broke and does not turn off. Discussed with PIC that all hand sinks must have hot water to ensure proper hand washing. Reinspection scheduled for 4/19/2024.

Clean or replace strainer and maintain a regular cleaning frequency to prevent buildup. PIC moved the strainer to the 3 comp sink at the time of inspection.

Core-3-305.11, C: Food Storage-Preventing Contamination from the Premises ------ Observed boxes of tea, syrups, containers etc. stored directly on the floor in multiple areas throughout the establishment. Discussed that foods should be stored at least 6 inches off the floor to prevent contamination and allow for thorough cleaning of facilities. PIC moved the foods to another area at the time of inspection.

PRIORITY VIOLATION-5-205.15 (A), P: System Maintained in Good Repair; According to Law ------ The Atmospheric Valve Breaker (AVB) on the mop sink leaks excessively when the sink is in use. A leaking ABV indicated that the unit is broken/nonfunctional. ABVs must be maintained in good repair in order to prevent contamination to city water due to backflow. Observed the end of the hose stored inside the basin of the sink. Manager was advised to call a service technician as soon as possible to repair the unit. A re-inspection will be conducted 4/16/2024.

Core-4-301.14, C: Ventilation Hood Systems, Adequacy ------ No hood ventilation provided for tabletop fryer. PIC turned off and stated it would be removed from the establishment prior to re-inspection on 4/16/2024. Observed an accumulation of grease and smoke on the walls and ceiling surrounding the fryer indicating the need for a type 1 hood. Clean areas to remove grease and smoke buildup prior to the next routine inspection. Advised PIC a hood is required if they wish to continue offering fried foods.

This establishment is not participating in the award program at this time and had 1 Priority, 2 Priority Foundation violations on this inspection. Establishment has added a commercial tabletop fryer but does not have a type 1 hood for ventilation. PIC turned off the fryer at the time of inspection. PIC stated the fryer and new food items were added about 6 months prior including fries, egg rolls, onion rings, calamari, chicken wings and popcorn chicken. Advised PIC they may continue with simple prep, reheating for baked goods in the oven that do not generate excessive smoke or grease. Advised PIC a remodel is required if adding a type 1 hood prior to beginning construction. Advised PIC a self-container NSF or equivalent fryer with integrated fire suppression system may also be used. A re-inspection will take place on 4/16/2024 to ensure the fry has been removed. A re-inspection will take place on 4/16/2024 to ensure priority violation #49 has been corrected. A re-inspection will take place on 4/19/2024 to ensure priority foundation violation #8 has been corrected. Core-2-102.12(A), C: Certified Food Protection Manager ------ No certified food protection manager (CFM) available on site at the time of inspection. Discussed that a CFM must be available at all times to answer food safety questions for employees. Establishment currently has one CFM. Discussed that an additional CFM may be required. Discussed retaining records onsite for CFM and employee food handler certificates. A copy of the report was emailed to the manager. Due to the violations noted on this inspection report, County legal action may result from this inspection. On July 1st, 2023, the Environmental Services Department started emailing permit card(s) and permit invoice(s) to permittees. e.g.- Hand washing soap and paper towels not available at hand wash sink (may lead directly to food employees not properly washing hands when required)
Core violation is a minor violation that relates to general maintenance and sanitation.
e.g. -No sign reminding employees to wash hands
Verification Visits are inspections of establishments enrolled in the MCESD Cutting Edge Program, which requires an enhanced food safety program and ongoing demonstration of active managerial control.
