Observed containers of milk in glass door reach-in refrigerator measuring 47 - 50 degrees F. Person in charge (PIC) stated the milk had been in the refrigerator for approximately 3 hours. Advised PIC that the food items are time/temperature control for safety (TCS) foods, which must be held below 41 degrees F. PIC stated they will place the milk under time as control and discard any remaining milk in the refrigerator within the next hour.

Observed ambient temperature of glass door reach-in refrigerator to be 52 degrees F using min/max thermometer. Refrigerator was holding time/temperature control for safety (TCS) foods at time of inspection. Advised person in charge (PIC) that refrigeration units which hold TCS foods must hold such foods at 41 degrees F or below. PIC stated they will have the refrigerator inspected and/or repaired. No TCS foods are to be held within the refrigerator until the unit is holding foods at 41 degrees F or below. PIC stated they will use other refrigerators until the glass door reach-in refrigerator is holding foods below 41 degrees. F.

MF unit uses a chlorine bleach and water solution for sanitizer. However, unit did not have chlorine bleach sanitizer test strips. Advised person in charge (PIC) that chlorine sanitizer test strips are required to ensure sanitizer is prepared to proper concentrations. PIC stated they will obtain sanitizer test strips as soon as possible.

Advised person in charge (PIC) that MF unit's County permit number shall be displayed. PIC stated they will post the permit number as soon as possible. ~MCEHC Chap. 8, Sec. 3, Reg. 5c; Mobile food establishment does not have current commissary agreement on file. MF unit did not have a commissary agreement or logs readily available. Person in charge (PIC) stated they have a commissary agreement with "Ralph's." Advised PIC that a signed commissary agreement and maintained logs shall be readily available at the unit. PIC stated they will maintain the the agreement and logs onsite.

This establishment received a(n) C Grade and had 1 Priority, 3 Priority Foundation violations on this inspection. Core-2-102.12(A), C: Certified Food Protection Manager (CFPM): Owner or managers did not have their proof of CFPM available at time of inspection. Advised Person in Charge (PIC) that the PIC shall be the Certified Food Protection Manager, and per paragraph 2-101.11, and be present during all hours of operation. Owner stated they will ensure their a Food Protection Manager certification are stored at the unit and readily available. MF unit purchases and re-sells cooked bacon/chorizo egg burritos that are delivered daily from Nocawich, 777 South College Ave. Tempe, STE #105. Per owner, Nocawich is permitted through the state, and has AZ State Food Safety & Health #0285 and #0276. Burritos are reheated then hot held. Discussed with person in charge (PIC) ensuring burritos are reheated to 165 degrees F then hot held at a minimum of 135 degrees F. The Environmental Services Department will begin emailing permit card(s) and permit invoice(s) to permittees in the coming months. We need a current and accurate email address on file to ensure you receive a copy of your permit card and invoice(s) upon renewal. e.g.- Hand washing soap and paper towels not available at hand wash sink (may lead directly to food employees not properly washing hands when required)
Core violation is a minor violation that relates to general maintenance and sanitation.
e.g. -No sign reminding employees to wash hands
Verification Visits are inspections of establishments enrolled in the MCESD Cutting Edge Program, which requires an enhanced food safety program and ongoing demonstration of active managerial control. Verification Visit inspections found in compliance with Cutting Edge program requirements receive an “A” grade.
