Description: Food Separated and Protected

Comments:

PRIORITY VIOLATION-3-302.11 (A1-2) - Priority: Packaged and Unpackaged Food-Separation, Packaging, and Segregation; Protection from Cross Contamination. Addl Notes: Observed a large bowl of battered raw chicken stored above cooked beef soup on a small metal rack in the walk-in. Observed bags of raw beef stored above cooked chicken on a tall shelf in the walk-in. Informed PIC that raw animal proteins must be stored below ready-to-eat foods to prevent cross contamination. PIC properly stored all raw animal proteins and RTE foods at time of inspection. All raw animal proteins must be stored below ready-to-eat (RTE) foods and stored according to cooking temperature at all times to prevent cross contamination. PIC properly stored all raw animal proteins according to the final cooking temperature based on the cooking parameters in § 3-401.11 of the Food Code. Corrective Action: Corrected at time of inspection.

Description: Proper Cold Holding Temperatures

PRIORITY VIOLATION-3-501.16(A)(2) and (B) - Priority: Time/Temperature Control for Safety Food, Cold Holding. Addl Notes: Observed TCS foods with internal temperatures ranging 46*F-58*F stored in the walk-in fridge. These TCS foods include raw chicken, raw fish, and raw beef (see embargo form for full list of improperly cold held foods). The ambient temperature of the unit was 57.7*F, measured using min/max thermometer. PIC informed that the walk-in was not properly working this morning, and a repair was called in. Informed PIC that any TCS foods improperly cold held will need to be discarded. PIC discarded all improperly cold held foods at time of inspection. All other TCS foods that were properly cold held were moved to alternate forms of refrigeration and the freezer at time of inspection. Informed PIC that the fridge cannot be used for TCS food products until it is capable of holding TCS foods at 41*F or below. Repairman showed up at time of inspection to work on the unit. Except during preparation, cooking, cooling or when time is used as a control all TCS foods must be maintained at 41°F or below. Eggs not treated to destroy Salmonellae can be stored in equipment that maintains an ambient air temperature of 45°F or below. All TCS foods improperly cold held were discarded by PIC at time of inspection. Corrective Action: Corrected at time of inspection.

Addl Notes: Observed the walk-in cooler holding TCS foods (see embargo form) above 41*F. The ambient temperature of the unit was 57.7*F, measured using min/max thermometer. Cold holding equipment must have the capacity to maintain TCS foods at 41°F or below. Must repair cold holding equipment such that it maintains TCS foods at 41°F or below. Corrective Action: Correct within 24 hours.

3-501.15 (A) - Priority Foundation: Cooling Methods. Addl Notes: Observed deep container of cooked chicken cooling in the walk-in. Informed PIC that the chicken needs to be separated into shallower containers to facilitate better heat transfer and proper cooling. PIC separated the chicken onto baking sheets and placed them into the freezer at time of inspection. Observed metal container of beef stew cooling in the walk-in on the lower shelf of a small rack. Informed PIC that foods in the process of cooling need to be placed on a higher shelf to help facilitate heat transfer and meeting of the cooling requirements. PIC moved the stew into the freezer on a rack for cooling at time of inspection. TCS foods must be cooled in: uncovered/loosely covered, shallow containers less than 4 inches deep, in equipment designed to rapidly cool, by using an ice bath, by using ice as an ingredient, or another effective means. Corrective Action: Corrected at time of inspection.

"A" for Food Safety

Through our grading system, Maricopa County Environmental Services Department provides at-a-glance indications of how food establishments perform during food safety inspections. This system is designed to grade food establishments in terms of food safety requirements and provide recognition to those who choose to participate.

How does it work?

The issuance of grade cards to food establishments is based on voluntary participation. The person in charge, who is present during the inspection, will be asked whether they would like to participate in the Grading System. This will be decided prior to each inspection. If an establishment does not participate in the Grading System, Not Participating or NP will appear on the inspection report, and the inspection will still occur. If an establishment does participate, a grade of A, B, C, or D will be determined at the conclusion of the inspection using the Grading System chart below. Participating establishments will then be provided with a grade card that can be posted in the establishment. The status of the establishment’s grade will also appear on the Restaurant Ratings page of the department’s website.

How can I determine the grade?

The Grading System chart can be used to determine grades earned for establishments that do not participate. Grades are determined by the number of Priority and Priority Foundation violations received at the time of inspection. Violation types are defined in general terms below.

Definitions

Priority Violation
Major violation that directly contributes to increasing the risk of foodborne illness or injury (e.g. Food employees do not properly wash hands when required).
Priority Foundation Violation
Minor violation that does not directly contribute to an increased risk of foodborne illness but failure to correct this violation may lead to the occurrence of a priority violation. For example, hand washing soap and paper towels not available at hand wash sink (may lead directly to food employees not properly washing hands when required).
Core Violation
Minor violation that relates to general maintenance and sanitation (e.g. No sign reminding employees to wash hands).
Cutting Edge Program
All county food-related establishments can partner with Maricopa County to implement a proactive approach to reducing foodborne illness risk factors by implementing food safety systems that include policies, training, and verification processes. Partners enrolled in the Cutting Edge Program receive an A+ when an A is earned.
