Addl Notes: Observed employee touch hair with bare hands and proceed to put on gloves to make crepes without washing hands. Observed employee touch hair, then wipe sanitized dishes with a paper towel without washing hands. Employee properly washed hands both times at handwash sink at time of inspection. Discussed the importance of proper hand washing and when hand washing is required with the person-in-charge (PIC). Hands must be washed at any time contamination occurs and when changing tasks. Discussed the importance of proper hand washing procedures with the person-in-charge (PIC). Proper handwashing procedure is to rinse hands with warm water, scrub with soap for 10-15 seconds, rinse with warm water, dry with approved drying provision, and turn off in a manner to prevent re-contamination of hands. Entire process should take approximately 20 seconds for full and proper handwashing to prevent spread of pathogens and contamination. Corrective Action: Corrected at time of inspection.

Addl Notes: Observed front handwash sink blocked by multiple syrup bottles and back handwash sink blocked by cardboard boxes and clean wiping cloths. Also observed strainer with coffee beans in front handsink. Facilities must be maintained in a condition that promotes handwashing. PIC relocated all items blocking handwash sink at time of inspection. PIC will ensure establishment discontinues use of handwash sink for all activities that are not for handwashing. Corrective Action: Corrected at time of inspection. REPEAT VIOLATION (3RD CONSECUTIVE)

Addl Notes: Observed employee rapidly dip used glass cups (after having been properly washed and rinsed) into the sanitizer compartment and leave to air dry. Discussed with PIC and employee that for chlorine sanitizer, a contact time of at least 10 seconds is required to ensure food-contact surfaces are properly sanitized. Food-contact surfaces were properly sanitized at time of inspection. Corrective Action: Corrected at time of inspection.

Addl Notes: Observed crepe/waffle batter made with eggs and milk, dairy sweet cream, and dairy whipped cream in lower sliding batter reach-in at 44*F-48*F. Minimum ambient air temperature of unit was at 42.4*F via min/max thermometer. Per PIC, TCS food items were placed in unit this morning, 1-2 hours prior. PIC relocated items into alternative refrigeration with ambient air temperature of 38*F to rapidly cool to 41*F at time of inspection. Except during preparation, cooking, cooling or when time is used as a control all TCS foods must be maintained at 41°F or below. Eggs not treated to destroy Salmonellae can be stored in equipment that maintains an ambient air temperature of 45°F or below. Discussed with PIC adding an internal thermometer to unit and having unit inspected/repaired to ensure it can properly cold hold TCS items. Corrective Action: Corrected at time of inspection.

PRIORITY VIOLATION-7-204.11 - Priority: Sanitizers, Criteria-Chemicals

Addl Notes: Observed chlorine sanitizer wiping bucket with 200+ ppm chlorine sanitizer. Sanitizer was diluted by PIC to approved levels at time of inspection. Discussed approved use of sanitizers with the person-in-charge (PIC). Sanitizer must be used at concentrations and in an approved manner per manufacturer instructions, 40 CFR 180.940, and 40 CFR 180.2020. Discussed the importance of measuring the chlorine sanitizer concentration with chlorine sanitizer test strips to ensure concentration is between the approved level set by the manufacturer (50-100 ppm). Corrective Action: Corrected at time of inspection. REPEAT VIOLATION (2ND CONSECUTIVE)

Toxic substances must be stored in a manner that prevents the contamination of food, equipment, utensils, linens, and single-service and single-use articles. Discussed date-marking requirements with PIC. Cold brew steeped from grinded beans must be date-marked and used or discarded within 7 days, with the day of prep as day 1. Ready-to-eat TCS items must be datemarked if being held for over 24 hours.

"A" for Food Safety

Through our grading system, Maricopa County Environmental Services Department provides at-a-glance indications of how food establishments perform during food safety inspections. This system is designed to grade food establishments in terms of food safety requirements and provide recognition to those who choose to participate.

How does it work?

The issuance of grade cards to food establishments is based on voluntary participation. The person in charge, who is present during the inspection, will be asked whether they would like to participate in the Grading System. This will be decided prior to each inspection. If an establishment does not participate in the Grading System, Not Participating or NP will appear on the inspection report, and the inspection will still occur. If an establishment does participate, a grade of A, B, C, or D will be determined at the conclusion of the inspection using the Grading System chart below. Participating establishments will then be provided with a grade card that can be posted in the establishment. The status of the establishment’s grade will also appear on the Restaurant Ratings page of the department’s website.

How can I determine the grade?

The Grading System chart can be used to determine grades earned for establishments that do not participate. Grades are determined by the number of Priority and Priority Foundation violations received at the time of inspection. Violation types are defined in general terms below.

Definitions

Priority Violation
Major violation that directly contributes to increasing the risk of foodborne illness or injury (e.g. Food employees do not properly wash hands when required).
Priority Foundation Violation
Minor violation that does not directly contribute to an increased risk of foodborne illness but failure to correct this violation may lead to the occurrence of a priority violation. For example, hand washing soap and paper towels not available at hand wash sink (may lead directly to food employees not properly washing hands when required).
Core Violation
Minor violation that relates to general maintenance and sanitation (e.g. No sign reminding employees to wash hands).
Cutting Edge Program
All county food-related establishments can partner with Maricopa County to implement a proactive approach to reducing foodborne illness risk factors by implementing food safety systems that include policies, training, and verification processes. Partners enrolled in the Cutting Edge Program receive an A+ when an A is earned.
