Addl Notes: Observed pooled eggs stored directly above mushrooms and tomatoes in reach-in cooler. PIC rearranged items at time of inspection. Predefined Comment: All raw animal proteins must be stored below ready-to-eat (RTE) foods and stored according to cooking temperature at all times to prevent cross contamination. PIC properly stored all raw animal proteins according to the final cooking temperature based on the cooking parameters in § 3-401.11 of the Food Code.

Addl Notes: Observed clam chowder in steam well with an internal temperature of 110*F. According to PIC, food had been made more than 2 hours prior to inspection and was discarded at time of inspection. Predefined Comment: Except during preparation, cooking, cooling or when time is used as a control all TCS foods must be maintained at 135°F or above.

Addl Notes: Observed tilapia fish in reach-in cooler with an internal temperature of 54*f. According to PIC, tilapia fish had been previously thawing under running water for a prolonged period of time. Fish was fried immediately. Discussed approved thawing methods and discussed thawing in refrigeration. Also observed 4 boxes of shelled eggs with an internal temperature of 48*f stored on floor in dry storage area. PIC moved eggs to reach-in cooler at time of inspection. Predefined Comment: All TCS foods improperly cold held were relocated to alternative functioning refrigeration unit to rapidly cool to 41°F at time of inspection.

Addl Notes: Observed pooled eggs that use time as a control (TAC) as a policy without a discard time. According to PIC, several other items on prep table use time as a control but were not documented properly on (TAC) policy. PIC added items to policy at time of inspection. Ensure all items using time as a control for food safety are listed on policy and labeled properly with a discard time. Predefined Comment: All TCS foods being held under time as a control were properly time stamped at time of inspection. Predefined Comment: Time as a Public Health Control requires written procedures detailing process for Time as a Public Health Control and time-stamping for items actively held under Time as a Public Health Control.

4-301.11 - Priority Foundation: Cooling, Heating, and Holding Capacities-Equipment. Addl Notes: Observed Baked potatoes were also cooling at room temperature with an internal temperature of 80*F. PIC stated potatoes had been baked within 1 hour prior to inspection and were going to begin peeling process. Discussed approved cooling methods with PIC. PIC stated cold holding equipment was purchased and would be installed prior to next routine inspection to ensure all TCS foods maintain temperatures below 41*F at all times.

3-501.13 - Core: Thawing Addl Notes: Observed several frozen turkey necks, turkey breast, turkey thigh, and clam chowder soup thawing at room temperature on floor of dry storage area. PIC rearranged items to reach-in cooler to properly thaw. Predefined Comment: All foods being thawed from frozen must be thawed in an approved manner. Foods must be thawed under refrigeration, under cold running water, or as part of the cooking process.

"A" for Food Safety
Through our grading system, Maricopa County Environmental Services Department provides at-a-glance indications of how food establishments perform during food safety inspections. This system is designed to grade food establishments in terms of food safety requirements and provide recognition to those who choose to participate.
How does it work?
The issuance of grade cards to food establishments is based on voluntary participation. The person in charge, who is present during the inspection, will be asked whether they would like to participate in the Grading System. This will be decided prior to each inspection. If an establishment does not participate in the Grading System, Not Participating or NP will appear on the inspection report, and the inspection will still occur. If an establishment does participate, a grade of A, B, C, or D will be determined at the conclusion of the inspection using the Grading System chart below. Participating establishments will then be provided with a grade card that can be posted in the establishment. The status of the establishment’s grade will also appear on the Restaurant Ratings page of the department’s website.
How can I determine the grade?
The Grading System chart can be used to determine grades earned for establishments that do not participate. Grades are determined by the number of Priority and Priority Foundation violations received at the time of inspection. Violation types are defined in general terms below.
Definitions
- Priority Violation
- Major violation that directly contributes to increasing the risk of foodborne illness or injury (e.g. Food employees do not properly wash hands when required).
- Priority Foundation Violation
- Minor violation that does not directly contribute to an increased risk of foodborne illness but failure to correct this violation may lead to the occurrence of a priority violation. For example, hand washing soap and paper towels not available at hand wash sink (may lead directly to food employees not properly washing hands when required).
- Core Violation
- Minor violation that relates to general maintenance and sanitation (e.g. No sign reminding employees to wash hands).
- Cutting Edge Program
- All county food-related establishments can partner with Maricopa County to implement a proactive approach to reducing foodborne illness risk factors by implementing food safety systems that include policies, training, and verification processes. Partners enrolled in the Cutting Edge Program receive an A+ when an A is earned.
