2-102.11(A-B) and (C)(1), (4)-(16) - Priority Foundation: Demonstration; Demonstration of Knowledge Addl Notes: Employee stated they wash and rinse dishes and then place them to air dry. When asked to clarify in more detail, the employee again skipped the sanitizing step in their explanation—re-educated the employee on the importance of sanitizing dishes. The employee stated they have a food handler's card, but not a food manager card, and they were the only staff person on-site at the time. A deeper knowledge of food safety is required. EHS provided additional training links through the county toolbox. Corrective Action: Corrected at time of inspection.

No certified Food Manager was present at the time of inspection. In Compliance with the Food Code, Maricopa County requires a Food Manager present during operating hours. Addl Notes: Observed Vietnamese coffee with condensed sweetened milk with a date mark from early August. Alerted staff who stated they had not properly rotated the drink to be used within 7 days (see embargo). All RTE/TCS foods prepared within the past 7 days were discarded by the PIC at the time of inspection. RTE/TCS foods requiring date marking must be date-marked within 24 hours and sold or discarded after 7 days (including the day it was made as day 1). Discussed the importance of date marking with staff. Corrective Action: Corrected at time of inspection.

Addl Notes: Observed cooked boba sitting out at room temperature. Alerted staff who stated they use time control of 4 hours for the boba and that they had made that batch at 8 in the morning. Staff added a time-stamp to the boba containers at time of inspection. Discard time MUST be indicated for all time control foods. Discussed time control parameters and policies. Manager to establish a time log and/or use time stamp stickers for TCS foods under time as a control. Do not exceed 4 hours at room temperature. Corrective Action: Corrected at time of inspection.

Comments:
3-304.12 - Core: In-Use Utensils, Between-Use Storage Addl Notes: SECOND CONSECTIVE. Observed in-use utensils in dipper well without running water. PIC was not able to keep running water on in dipper well at time of inspection. In-use utensils must be stored in a clean, dry location; in running water; or in hot water above 135°F. If utensils are stored in food, the handles must be stored above the surface of the food. Corrective Action: Correct prior to next routine inspection.

"A" for Food Safety
Through our grading system, Maricopa County Environmental Services Department provides at-a-glance indications of how food establishments perform during food safety inspections. This system is designed to grade food establishments in terms of food safety requirements and provide recognition to those who choose to participate.
How does it work?
The issuance of grade cards to food establishments is based on voluntary participation. The person in charge, who is present during the inspection, will be asked whether they would like to participate in the Grading System. This will be decided prior to each inspection. If an establishment does not participate in the Grading System, Not Participating or NP will appear on the inspection report, and the inspection will still occur. If an establishment does participate, a grade of A, B, C, or D will be determined at the conclusion of the inspection using the Grading System chart below. Participating establishments will then be provided with a grade card that can be posted in the establishment. The status of the establishment’s grade will also appear on the Restaurant Ratings page of the department’s website.
How can I determine the grade?
The Grading System chart can be used to determine grades earned for establishments that do not participate. Grades are determined by the number of Priority and Priority Foundation violations received at the time of inspection. Violation types are defined in general terms below.
Definitions
- Priority Violation
- Major violation that directly contributes to increasing the risk of foodborne illness or injury (e.g. Food employees do not properly wash hands when required).
- Priority Foundation Violation
- Minor violation that does not directly contribute to an increased risk of foodborne illness but failure to correct this violation may lead to the occurrence of a priority violation. For example, hand washing soap and paper towels not available at hand wash sink (may lead directly to food employees not properly washing hands when required).
- Core Violation
- Minor violation that relates to general maintenance and sanitation (e.g. No sign reminding employees to wash hands).
- Cutting Edge Program
- All county food-related establishments can partner with Maricopa County to implement a proactive approach to reducing foodborne illness risk factors by implementing food safety systems that include policies, training, and verification processes. Partners enrolled in the Cutting Edge Program receive an A+ when an A is earned.
