Addl Notes: On cook line, observed employee handling raw proteins and wipe hands on dirty apron and not washing hands. In kitchen, observed owner handling raw proteins then washing hands with water at 3-compartment sink, then restroom, then don gloves to work on cook line. Instructed all employees on proper handwashing, when to wash after contamination, and to wash hands at approved handwashing sink. Employees washed hands to continue with tasks. Discussed the importance of proper hand washing and when hand washing is required with the person-in-charge (PIC). Hands must be washed at any time contamination occurs and when changing tasks. Discussed the importance of proper handwashing procedures with the person-in-charge (PIC). Proper handwashing procedure is to rinse hands with warm water, scrub with soap for 10-15 seconds, rinse with warm water, dry with approved drying provision, and turn off in a manner to prevent re-contamination of hands. Entire process should take approximately 20 seconds for full and proper handwashing to prevent spread of pathogens and contamination. FOOD EMPLOYEES shall clean their hands in a HANDWASHING SINK or APPROVED automatic handwashing facility and may not clean their hands in a sink used for FOOD preparation or WAREWASHING, or in a service sink or a curbed cleaning facility used for the disposal of mop water and similar liquid waste. Corrective Action: Corrected at time of inspection.

Addl Notes: In walk in cooler, several containers of plastic wrapped raw proteins in liquid stored over closed containers of ready to eat sauces and raw vegetables. Instructed owner to move containers of raw proteins below ready to eat foods to prevent future cross contamination. All raw animal proteins are to be stored below ready-to-eat (RTE) foods and stored according to cooking temperature at all times to prevent cross contamination. Corrective Action: Corrected at time of inspection.

Addl Notes: At warewashing area, several employees washed and rinsed dishware without a proper sanitizing rinse. Instructed owner and employees on proper warewashing procedures, including wash with soap, rinse with clean water, then sanitize with sanitizer. UTENSILS and FOOD-CONTACT SURFACES of EQUIPMENT shall be SANITIZED before use after cleaning. Corrective Action: Corrected at time of inspection.

3-502.11 - Priority Foundation: Variance Requirement. Addl Notes: In walk in cooler, several containers of establishment made kimchi with date marks ranging from 4/3-5/2. Establishment does not currently have a variance to extend shelf life of TCS foods (kimchi is made with cut cabbage). If establishment would like to continue with current process of kimchi, a variance needs to be obtained through Maricopa County Variance department. At time of inspection, owner stated kimchi will be taken home. See embargo form. Via email, provided information on obtaining a variance for kimchi. A FOOD ESTABLISHMENT shall obtain a VARIANCE from the REGULATORY AUTHORITY as specified in § 8-103.10 and under § 8-103.11 before: (C) Using FOOD ADDITIVES or adding components such as vinegar: (1) As a method of FOOD preservation rather than as a method of flavor enhancement, or (2) To render a FOOD so that it is not TIME/TEMPERATURE CONTROL OF SAFETY FOOD. A variance/HACCP must be obtained prior to conducting any specialized processes. "A" for Food Safety
Through our grading system, Maricopa County Environmental Services Department provides at-a-glance indications of how food establishments perform during food safety inspections. This system is designed to grade food establishments in terms of food safety requirements and provide recognition to those who choose to participate.
How does it work?
The issuance of grade cards to food establishments is based on voluntary participation. The person in charge, who is present during the inspection, will be asked whether they would like to participate in the Grading System. This will be decided prior to each inspection. If an establishment does not participate in the Grading System, Not Participating or NP will appear on the inspection report, and the inspection will still occur. If an establishment does participate, a grade of A, B, C, or D will be determined at the conclusion of the inspection using the Grading System chart below. Participating establishments will then be provided with a grade card that can be posted in the establishment. The status of the establishment’s grade will also appear on the Restaurant Ratings page of the department’s website.
How can I determine the grade?
The Grading System chart can be used to determine grades earned for establishments that do not participate. Grades are determined by the number of Priority and Priority Foundation violations received at the time of inspection. Violation types are defined in general terms below.
Definitions
- Priority Violation
- Major violation that directly contributes to increasing the risk of foodborne illness or injury (e.g. Food employees do not properly wash hands when required).
- Priority Foundation Violation
- Minor violation that does not directly contribute to an increased risk of foodborne illness but failure to correct this violation may lead to the occurrence of a priority violation. For example, hand washing soap and paper towels not available at hand wash sink (may lead directly to food employees not properly washing hands when required).
- Core Violation
- Minor violation that relates to general maintenance and sanitation (e.g. No sign reminding employees to wash hands).
- Cutting Edge Program
- All county food-related establishments can partner with Maricopa County to implement a proactive approach to reducing foodborne illness risk factors by implementing food safety systems that include policies, training, and verification processes. Partners enrolled in the Cutting Edge Program receive an A+ when an A is earned.
